Pinally, as to the Pilotage fee, although I
desire to draw your attention to Paragraph 5 (●) of the
Agbeement regarding Navigation of the Pearl River initialled
by Nemora. Okazaki and Blunt on July 4th, 1939, I beg to
state that the Japanese Authorities, taking into consideration
the index figures of prices of a xmodities but without placing
any importance to the everchanging exchange rate between the
Hongkong currency and the Haikwan Tael, do not hold that the
Pilotage fee is grosaly excessive compared to the fee pres-
cribed in the Oeneral Regulation and Loonl Kules for the wort
of Canton enacted in 1923, however, they are prepared to
reconsider and moderate the rate of the fees.
I have the honour to be,
Sir and dear Colleague,
Your obedient servant,
(sgd.) Nagao Kita,
CONSUL GRIMRAL.
